The homeowner is experiencing a leak at the corner where the valley meets the wall. The problem arises whenever it rains. Water travels from the roof, down the valley, and meets the wall. The water accumulates or pools against the water, forcing the underlayment (protect barrier between the sheathing and the tiles) to do the bulk of the water diverting work. This causes a leak on the interior of the home and could result in extensive damage if not handled properly and quickly.
In actuality the valley should not have been designed to funnel water to a straight edge or wall like shown in the video. Instead the valley should channel water to the gutter system (preferred) or off of the edge of the roof. However, the repair in this situation does not require a redesign or building of this portion of the roof.
